The food labeling standards of the Food Labeling Act state that rice that is harvested in the fall and milled and packaged by December 31st of that year can be called "new rice."

However, rice that is milled and packaged at the end of the year does not appear in stores until the new year, so as a labeling rule, rice that is sold from the time the rice harvested that year appears until around the new year is called "new rice."
